2025 TSMO Awards badge with headline Final Week to Submit!
The NOCoE TSMO Awards celebrate the TSMO strategies and tools that leverage existing infrastructure to increase safety and reliability. Each year, NOCoE awards winners in four award categories and one Overall Winner chosen from those four categories.

Winners are celebrated at an industry event and their work is featured via NOCoE's partners and other industry leaders.

Most award submissions are also turned into NOCoE Case Studies, which form a library of TSMO strategies, tactics, and best practices that can be shared with other TSMO practitioners and organizations.

Submit your project by April 4, 2025 to be considered for a TSMO Award!

2025 Joey Sagal TSMO Leadership Award badge
Since 2019, NOCoE has named a TSMO Champion, an individual who has made significant contributions to advancing TSMO both inside their organization and within the industry at-large. The award is given via nominations from the industry, and then nominees are ranked by the leadership of the NOCoE partnership organizations.

In 2024, NOCoE renamed the award to the Joey Sagal TSMO Leadership Award. The award has maintained the same criteria and process as before, while adding a few items reflecting Joey Sagal’s legacy in the industry. Full criteria for nominees will be:
  • Advancing TSMO inside their organization(s)
  • Advancing TSMO across the country or within the industry at-large
  • Demonstrated contributions across areas of TSMO, from road side assistance and TIM to project delivery and organizational management
  • Demonstrated workforce development for personnel, including via career planning, training, or organizational culture

Case Study Library

NOCoE Case Studies capture the strategies and practices currently being deployed to advance the TSMO industry and enable TSMO practitioners to save lives, time, and money.

Case studies are developed in partnership with the authoring organization or individual to succinctly transfer knowledge for the effective use by others in the industry. Many of the case studies come from TSMO Award Submissions.

TOM Training Courses from AASHTO

If you’re looking for new ways to get the most out of your multimodal transportation network, to make it safer, more efficient, or even increase capacity, then the Transportation Operations Manual, or TOM, has information for you.

The TOM is a powerful resource and support tool for agencies looking to support, sustain, and grow their Transportation Systems Management and Operations (TSMO) programs. It serves as a reference for all the strategic, programmatic, and tactical elements of TSMO and provides a common basis for TSMO across the country.

To support the TOM, AASHTO has recently launched three brand-new trainings. They are:

Why TOM? (TC3OP001-25-T1) – This training informs participants about the purpose, contents, structure, and tone of the TOM, explains how the manual relates to other industry publications, and describes how the manual can be used to advance an agency’s internal knowledge, skills, and abilities.

TOM: Emerging Trends and Practices (TC3OP002-25-T1) – The TOM is divided into six parts (A through F), and this training covers part F, which is the industry and trends. This training shows participants how they can use new and emerging technologies to get the most out of their multimodal transportation network to make it safer and more efficient.

Resources to Support the TOM (TC3OP003-25-T1) – This training discusses the TOM Technical Committee, who led the development of the TOM, and the next steps for the TOM. It also covers NOCoE's website and how it’s evolved into a resource designed to meet the needs of people using the TOM by providing case studies and other information.
