Planned Special Event Management

This portal is dedicated to collecting planned special event resources. Resources come from the FHWA Event Management Team, NOCoE activities, agency case studies, and, where referenced, the Transportation Operations Manual. 

According to the Transportation Operations Manual (AASHTO, 2023) a planned special event (PSE) is "an incident known prior to occurrence." These events cause delays and unexpected congestion due either increased demand on the system, reduction of in available roadway, or a combination of both. 

Given the knowledge of the upcoming event, there is significant opportunity to develop plans specific to the nature of the event and to help mitigate impacts by preparing management and response strategies and engaging directly with the community and traveling public. 

The significant effects on all transportation users due to a PSE necessitates long-term engagement with partner agencies and stakeholders, including "adjoining roadways, regional or multistate teams, public transit, law enforcement, medical or fire responders, event parking, event organizers and the general public." (Transportation Operations Manual, AASHTO, 2023).
