TOM Talks: May 2025

TOM Talks is a webinar series from the National Operations Center of Excellence that focuses on using the Transportation Operations Manual (TOM) to implement TSMO strategic and tactics and to expand practitioner knowledge on TSMO. 

This webinar will highlight the Transportation Operations Manual (TOM) guidance on performance measures for operational improvements (Chapter 14) and feature several TSMO programs that have developed comprehensive performance measure programs. 

"Performance management is a key aspect of the project development process," according to the TOM (pg. 215), "as project outcomes need to address identified performance measures and meet performance criteria. . . The addition of transportation systems management and operation (TSMO)-focused performance measures can increase the emphasis on operational outcomes when delivering infrastructure programs and projects."

Join us on Thursday, May 1 to learn about how TSMO programs can implement and gather performance measures for both system performance monitoring as well as the multi-year project development process. Presentations will focus on the TOM's guidance for level of service, reliability, and other operational measures that are repeatable and sustainable, allowing agencies to prioritize and update their TSMO strategies and to re-evaluate the measures in the future.
