As a proceeding to the peer exchange, NOCoE has created a dedicated webpage for each state to gather the agency’s lessons learned and findings on the 2017 solar eclipse. I-85 Bridge Collapse and Rebuild
|
|
On March 30, 2017, a massive fire caused a section of Interstate 85 (I-85) in Atlanta to collapse. After the fire was extinguished, it was determined that 700 feet of both the northbound and southbound lanes required demolition and reconstruction, resulting in the closure of a critical stretch of highway which normally carries 243,000 vehicles per day.
In the immediate aftermath of the fire and collapse and during the six weeks that followed, the Georgia Department of Transportation (GDOT) and associated agencies carried out a number of successful strategies to provide the traveling public with safe and reliable travel alternatives, many of them within the discipline of transportation systems management and operations (TSMO). Due to these efforts, as well as the leadership decisions of the department and state government, the bridge was rebuilt within just six weeks of collapse, more than a month ahead of schedule.

NOCoE Solar Eclipse Resources

The National Operations Center of Excellence (NOCoE) has compiled a collection of resources, to support the upcoming Solar Eclipse taking place across North America on April 8, 2024.
The resources, including detailed presentations from NASA, FHWA, and special events experts, and a 2024 Solar Eclipse Communications Toolkit can be found here: https://transportationops.org/eclipse.
The eclipse will have path of totality crossing 15 U.S. states, from Texas to Maine, including many large metropolitan areas. As with the 2017 eclipse, it’s expected that the movement of both residents of the 15 states and incoming tourists will make April 8 into a large scale special event.

NOCoE resources also include lessons learned and case studies from the 2017 total solar eclipse and guidance on planning for next month’s eclipse.

The Operations Academy™ is a total immersion transportation systems management and operations (TSMO) program that has become the nationwide standard for TSMO training. It was developed in response to the increasing demand for personnel with skills in these areas and has trained over 650 professionals since the first class was held in March 2007.
The program uses a mix of classroom instruction, speakers, workshops, and analysis of existing systems to ensure the retention of the principles being presented. It provides opportunities to practice and internalize the principles learned which is not possible in traditional classes and short courses. The completion of this program represents a significant accomplishment for each participant.

The Congestion Relief Grant Program Notice of Funding Opportunity (NOFO)
|
|
On February 21 2024, the Congestion Relief Grant Program Notice of Funding Opportunity (NOFO) announced the availability of up to $50 million per Fiscal Year (FY). This is the program’s first NOFO covering three years (FY 2022 through FY 2024), totaling $150 million. The program is established in Section 129(d) of Title 23. The NOFO is published in Grants.gov, https://grants.gov/search-results-detail/352531, or search using “693JJ324NF00009.” The application deadline is April 22, 2024.
The Congestion Relief Program will provide discretionary grant opportunities to States, metropolitan planning organizations, cities, and municipalities. The purpose of the program is to advance innovative, integrated, and multimodal solutions for congestion relief in the most heavily congested metropolitan areas of the United States, specifically for urbanized areas surpassing a population of 1 million people. The primary goal of the program is to reduce highway congestion and reduce the economic and environmental costs associated with that congestion. This would be achieved through several means, which include improving intermodal integration with highways; improving overall highway performance; reducing or shifting highway users to off-peak travel times or to non-highway travel modes during peak travel times; and pricing mechanisms. The minimum required amount for an award is $10 million with a minimum 20 percent non-Federal match.

This information will be updated in the Grants.gov listing as well. Additionally, our office will coordinate an internal webinar tailored to the select Division Offices covering the localities that are eligible under this program.
