Transitioning to the next generation of TMSs will require agencies to make critical decisions, such as whether to incrementally enhance, upgrade or replace an entire system, or components (e.g., software platform, data platform), technologies, and/or field devices. Developing a clear vision, concept of operations, and requirements will assist agencies with understanding the benefits (and opportunities) of following a structured, thorough process for planning and designing the next generation of their TMS. FHWA is developing the following resources to assist agencies by highlighting the challenges, opportunities, lessons learned, best practices, or issues agencies should consider in the process of assessing or developing a vision, concept of operations, and requirements for their next generation of TMS.
