For the past several years, the Federal Highway Administration (FHWA) Road Weather Management Program (RWMP), through its Weather Responsive Traffic Management (WRTM) initiative, has been working with State DOTs and other partners to develop and implement Intelligent Transportation Systems (ITS) technologies and other advanced traffic management strategies to address current or anticipated weather conditions. WRTM includes a variety of advisory, control, and treatment strategies that incorporates both traditional and advanced ITS data collection, processing, and decision-support systems for road weather information.
Advances in mobile data collection and connected vehicle technologies are now enabling transportation agencies to determine road weather and traffic conditions more precisely on the roads, and in real-time. These advances significantly improved the agency's ability to inform or warn the travelers of existing and impending weather events, apply traffic control strategies to enhance safety, minimize delay or maximize throughput under adverse weather, and implement appropriate maintenance strategies to eliminate obstruction caused by adverse weather (such as snow or ice on the roads).
This webinar will present three projects the FHWA RWMP is doing with State transportation agencies to improve their mobile data collection approaches, as well as their decision-support capabilities for traffic management and maintenance management when weather affects the roads. The WRTM applications using mobile data developed in Wyoming, South Dakota, and Michigan will provide information and guidance to other agencies that are interested in implementing similar technologies and systems for traffic operations and maintenance management during adverse weather.

Roemer Alfelor, PhD, has been with FHWA for almost 15 years. He is the manager of the Office of Operations' WRTM program, a role he has served in for more than 10 years. Prior to that, he managed the FHWA Office of Asset Management's Data Integration Program. Before joining FHWA, he worked as a private sector consultant, providing technical support for various transportation agencies and conducting national research on transportation planning, engineering, infrastructure management, and information systems.
Michael Waisley, Senior Research Scientist Critical Infrastructure Transportation Operations, Battelle
Michael Waisley has 23 years of transportation engineering and project management experience with Federal, State, and municipal clients in ITS, traffic engineering, traffic operations, transportation policy, transportation planning, and roadway safety. Mike currently manages projects on Connected Vehicles, Weather Responsive Traffic Management, Integrated Corridor Management (ICM), and Congestion Mitigation and Air Quality (CMAQ).

Dave Huft, Research Program Manager and ITS Coordinator, South Dakota DOT (SDDOT)
SDDOT's Office of Research addresses a broad range of research topics in transportation design, construction, operations, maintenance, planning, administration, and market research. Dave has been active in national research activities and is past chair of the American Association of State Highway and Transportation Officials (AASHTO) Research Advisory Committee. He is currently a member of the AASHTO Standing Committee on Research and the AASHTO Technology Implementation Group, and was co-chair of the International Scan on Research Program Management.
Greg Ostermeier, Meridian Environmental Technology/ITERIS, Grand Forks, ND
Greg is a consultant with Iteris working with South Dakota DOT to develop their Regional Weather Responsive Traffic Management System. He joined Iteris in 2007 and has been involved in various aspects of the company's Advanced Traveler Information System services. He has worked on building and maintaining data ingest, processing, and report generation for 511, websites, mobile applications, and personalized alerts. Greg has BS and MS degrees in Atmospheric Science.
Ali Ragan, Project Manager, Wyoming Department of Transportation (WYDOT)
Ali is a graduate of Colorado State University-Pueblo with a degree in Mass Communications. After seven years working in the newspaper industry, she joined WYDOT's Geographic Information Systems and ITS Program in June 2013. Ali manages the development of Wyoming DOT’s'mobile road weather data collection application.
Collin Castle, PE, Connected Vehicles Technical Manager, Michigan Department of Transportation (MDOT)
Collin Castle has been with the MDOT ITS Program Office for eight years. He was project manager for the MDOT North and Superior Region Road Weather Information System (RWIS) Design-Build project, the State-wide Real-time Probe Data, and State-wide ITS Program Office Support Contracts. For the past three years, he has served as the Connected Vehicle Technical Manager, focusing on initiatives related to Connected Vehicle Infrastructure Design and Deployment, and Connected Vehicle data use for agency applications. He is a graduate of Michigan State University with a Bachelor of Science in Civil Engineering with a focus on Transportation, and is registered Professional Engineer in the State of Michigan.
Vince Garcia, GIS/ITS Program Manager, WYDOT
Since 2003, Vince Garcia has managed WYDOT's Geographic Information Systems and the ITS Program where he has worked with a team to build a State-wide Transportation Management Center and to deploy numerous ITS pre-trip and roadside systems
