The American Association of State Highway and Transportation Officials is currently hiring a Transportation Systems Management and Operations (TSMO) Technical Program Manager, a position located in Washington, DC. The TSMO Technical Program Manager is responsible for a variety of technology initiatives including AASHTO’s Intelligent Transportation Systems (ITS); the Connected Vehicle (CV), and Autonomous Vehicle (AV) programs; as well as AASHTO’s radio frequency coordination program, including supporting other communications spectrum-related functions within and outside AASHTO.

This position reports to Associate Program Director, Operations, and provides staff  liaison services on technology issues to several AASHTO committees related to Transportation Systems Operations including the Special Committee on Wireless Communications Technology (SCOWCoT), Subcommittee on Transportation Systems Management and Operations (STSMO), Subcommittee on Traffic Engineering (SCOTE), Special Committee on Transportation Security and Emergency Management (SCOTSEM), and Subcommittee on Maintenance (SCOM). Responsibilities of the staff liaison includes acting as a representative of AASHTO on contractual and policy matters, attending meetings, providing both policy and procedural advice, advising on meeting agendas and task force staffing, disseminating informational material to committee members, and providing other assistance as required.

This position also provides technical guidance and support on a variety of upcoming and ongoing technology initiatives related to Intelligent Transportation Systems (ITS), including ITS Standards development, implementation, and maintenance; and Connected Vehicle Programs related to Vehicle to Vehicle (V2V), Vehicle to Infrastructure (V2I), and Autonomous and Automated Vehicle (AV) technology initiatives. This position will be involved in technical reviews and support the State DOT members through coordination with other associations including the Transportation Research Board (TRB), the Intelligent Transportation Society of America (ITSA), and the Institute for Transportation Engineers (ITE) in the development of white papers related to V2V, V2I, and AV as required and initiated by the AASHTO subcommittees. The incumbent will conduct periodic peer exchange training and education sessions for State DOTs in collaboration with the USDOT via ongoing and upcoming CV projects and contracts, and will develop technical scopes, briefing papers, and presentations on AV and CV programs.

Additionally, this position serves as AASHTO’s principal technical authority on wireless telecommunications and spectrum activities, and is responsible for ensuring that member departments remain well informed of relevant developments in wireless communications systems and emerging wireless technologies. The position advises state communications managers of FCC rulemaking initiatives; new research developments in wireless communications; and represents AASHTO and member states before the FCC, the National Telecommunications and Information Administration (NTIA), and other related organizations. The position also ensures AASHTO properly fulfills its obligations as the designated National Coordinator for the Highway Maintenance Radio Frequencies, including overseeing AASHTO’s contract for processing and review of Federal Communications Commission (FCC) radio station applications.

The position serves as the AASHTO liaison to a number of other program-related associations and organizations including the Land Mobile Communications Council (LMCC), the Public Safety Communications Council (PSCC), and the National Public Safety Telecommunications Council (NPSTC).

Position Requirements:

The successful candidate must have a minimum of ten years professional experience demonstrating growth and increasing responsibility relating to telecommunications, preferably in the transportation industry.  A bachelor’s degree in a technical subject area with a concentration in ITS, telecommunications, or comparable experience is required. Additional education or experience in ITS, transportation operations, program administration, FCC regulations, and contract management is desirable.

The Program Manager must demonstrate expertise in radio frequency coordination and/or other telecommunications disciplines. Excellent oral and written communication skills and computer skills are essential. Experience in program and contract management, and business development desired. Business travel not exceeding 30-60 days per year is anticipated.
