TRB's National Cooperative Highway Research Program (NCHRP) has released a request for proposals to develop a recommended Second Edition Guide for state transportation agencies in planning and developing their organizational functions, roles, and responsibilities for all-hazards emergency response within the National Incident Management System (NIMS). The guide should be suitable for adoption by the American Association of State Highway and Transportation Officials (AASHTO) Special Committee on Transportation Security and Emergency Management (SCOTSEM). Proposals are due September 22, 2015.
