This year's winners prove the value of how transportation systems management and operations (TSMO) can address key transportation issues. Judges from a variety of backgrounds and experience within the TSMO industry evaluated each of the submissions and chose the winners above.
These category winners will be honored next week, at the CTSO Annual Meeting, where the Overall Winner and TSMO Champion will also be announced. And, as with previous years, NOCoE will develop each of the 23 submissions into case studies to provide resources and transfer knowledge within the industry.
With 23 submissions across the four categories, TSMO agencies continue to demonstrate the many TSMO strategies and practices that are essential to optimize the performance of our existing transportation system to preserve capacity and improve the safety and reliability of the entire transportation system.

AASHTO PUBLICATIONS | Transportation Operations Manual First Edition
The American Association of State Highway and Transportation Officials released a video showcasing the first edition of its “Transportation Operations Manual” – a new guidebook for transportation systems management and operations or TSMO efforts approved for publication by the AASHTO board of directors in October 2022.
