New Digital Infrastructure Peer Exchange Report

On December 3-4, 2025, NOCoE hosted a peer exchange on digital infrastructure to help move the national conversation from ideas to operational reality. The goal was to bring state agencies together to share challenges, highlight successes, and identify immediate needs for advancing digital infrastructure for transportation. 

This report summarizes key insights from those discussions, including participants’ perspectives on  current progress and future opportunities.

TIM Training for Emergency Responders 

Every second counts at the scene of a traffic incident. To protect both motorists and those in uniform, the National Traffic Incident Management (TIM) Responder Training offers a unified approach to scene safety and quick clearance.

Created for responders by responders, this program has already equipped over 800,000 professionals with the tools to communicate better and operate more efficiently under pressure. Whether you prefer in-person sessions or flexible web-based modules, completing the training earns you a National TIM Training Certificate—a mark of excellence in roadway safety.

The Federal Highway Administration (FHWA), in partnership with national, state and local TIM organizations, has set a goal of training and certifying 1.3 million responders.

Road Weather Spotlight Series: Notable Storms
 
May 13, 2026, from 1:00 p.m. - 2:30 p.m. EDT

Description
This webinar will feature speakers describing their agency preparation, response, and recovery efforts to notable storms. This webinar will feature speakers from Washington State Department of Transportation regarding significant atmospheric rivers and flood events in December 2025 and Massachusetts Department of Transportation regarding significant snow events in the 2025-2026 winter season.

Speakers will be provided several weeks in advance. 

The U.S. Department of Transportation Federal Highway Administration’s (FHWA’s) Office of Operations is collaborating with the National Operations Center of Excellence (NOCoE) to host a bimonthly webinar series on road weather management (RWM). These webinars, called the Road Weather Spotlight Series, align with the mission of the FHWA RWM Program to inform stakeholders and improve highway road weather operations.
