2025 Crash Responder Safety Week

In 2012, FHWA launched Traffic Incident Management (TIM) training to teach police, firefighters, highway workers, emergency medical services, and towing personnel best practices for safe, coordinated crash response, quick scene clearance, improved communication, and preventing secondary crashes. More than 800,000 responders have been trained with TIM training. More information on TIM can be found here: https://ops.fhwa.dot.gov/tim/training/

“At USDOT, we are getting back to basics and advancing our top priority – transportation safety," said U.S. Transportation Deputy Secretary Steven Bradbury. 

“As we urge every driver to ‘Slow Down and Move Over,’ we are calling on states to help train one million crash responders so they are prepared to act safely,"  said Federal Highway Administrator Sean McMaster.

“Far too many crash responders are killed on our roads every year by drivers failing to slow down, change lanes, and pay extra attention when passing vehicles on the roadside,” said National Highway Traffic Safety Administrator Jonathan Morrison“Moving over doesn’t just save lives — it’s the law. We applaud the states that have expanded their safety laws to all vehicles stopped with flashing lights.”

The 2026 Transportation Technology Tournament is Happening Soon!

The Transportation Technology Tournament (TTT) is an annual event hosted jointly by the National Operations Center of Excellence (NOCoE) and the Institute of Transportation Engineers (ITE) that connects student teams with public agencies to solve real-world transportation problems utilizing ITS and Transportation Systems & Operations (TSMO) solutions.

Former projects feature exciting solutions that include video detection, machine vision, Artificial Intelligence (AI), machine learning, digital twins, and more. TTT Finalist teams are invited to the ITE Annual Meeting to present their submission to judges – all expenses paid!

Be on the lookout for when the tournament opens for submissions.

Preparing for the FIFA World Cup 2026: Lessons from Atlanta and Host Cities Peer Exchange Report

In August 2025, the National Operations Center of Excellence (NOCoE) convened a peer exchange in Atlanta, GA focused on operational preparedness for the FIFA World Cup 2026. The event brought together transportation, operations, and emergency management leaders from multiple host cities, alongside representatives from FIFA Mobility Operations.

Participants discussed how Transportation Systems Management and Operations (TSMO) principles can guide safe, reliable, and coordinated travel for millions of visitors. Through site tours, city presentations, and round-table discussions, agencies identified best practices, each essential for ensuring smooth mobility during one of the largest sporting events ever held in North America. These practices and learnings build upon the discussion at NOCoE’s October 2024 WC26 Mobility Peer Exchange, held in East Rutherford, New Jersey.

The 2024 Total Solar Eclipse Case Study is Now Available!

Indiana’s coordinated response to the 2024 Total Solar Eclipse demonstrated how proactive planning saves lives, time, and money. Through multi-agency traffic centers, real-time data tools, and pre-staged crews, INDOT quickly managed congestion and incidents, preventing crashes and delays. Consistent public messaging (“Arrive Early, Stay Put, Leave Late”) reduced gridlock, while shared operations and data-driven decision-making improved efficiency and cut costs. NOCoE Honors Scott Marler and Introduces New SAC Chair

At NOCoE’s recent Strategic Advisory Council (SAC) meeting, Scott Marler, Director of the Iowa Department of Transportation, was honored for his dedicated leadership and meaningful contributions as SAC Chair. He received a Certificate of Appreciation from NOCoE for his five years of service.

NOCoE also announced that Tracy Larkin Thomason has been appointed as the incoming SAC Chair.

Tracy Larkin Thomason
 

Tracy Larkin Thomason was appointed Director of the Nevada Department of Transportation in January 2023. She retired from NDOT in January of 2021 and spent 2 years in Washington DC working for Intelligent Transportation Systems of America (ITSA) as Senior Vice President over Program Development, before returning to NDOT.
 
She has over 25 years of experience in transportation leadership, industry collaboration and strategic planning.  She is a transportation innovator, applying her unique and diverse experiences in visionary leadership to advance a future transportation network that benefits all. 
 
Her slogan is “People, Partnerships and Technology”.  The transportation network is to serve the people, this is achieved by partnerships and technology is a tool to help.
 
Tracy holds a Bachelor of Science in Civil Engineering and a Master’s degree in Business Administration, both from the University of Nevada, Reno. She is a Certified Public Manager, a certified Professional Traffic Operations Engineer, and is a Registered Professional Engineer in Nevada.
