State and local Traffic Incident Management (TIM) programs cover a broad range of maturity from emerging programs to those that are advanced. The Talking TIM Webinar Series seeks to provide a forum where TIM champions with any level of experience can exchange information about current practices, programs, and technologies. Each month, Talking TIM will highlight successful programs, identify best practices, and showcase technology that advances the profession.
The June webinar will focus on updates on the Emergency Responder Day at ITS America, the Safety Service Patrol Industry Association and Oregon DOT’s new Video and Annual Conference. Then will have presentations on:
- Computer Aided Dispatch (CAD) / TMC Integration Project
- An Overview of Maryland’s CHART Program and Operations
- Georgia Coordinated Highway Assistance and Maintenance Program (CHAMP)

Paul Jodoin - FHWA Update- Computer Aided Dispatch (CAD) / TMC Integration Project. Featuring the Integrated CAD.
Paul is the TIM Program Manager in the FHWA Office of Operations with over 40 years of transportation experience between his state and Federal careers. He will be discussing the benefits of integrating public safety CAD data with TMCs, including earlier detection, faster response, and quicker clearance. CAD integration benefits both public safety and transportation agencies, but most importantly, responder safety.
Scott Yinger – An Overview of Maryland’s CHART Program and Operations
Scott is the Director of Maryland’s Coordinated Highway Accident Response Team (CHART) and a longtime traffic safety and traffic operations proponent in the state of Maryland. Maryland has one of the more advanced safety service patrol operations in the country and they are known for innovations like systematic deployment of resources and performance measurement among their service patrol.
Brian Purvis - Georgia Coordinated Highway Assistance and Maintenance Program (CHAMP)
Brian is no stranger to TIM given his former position with the North Carolina DOT and work on the SHRP II National TIM Responder Training Program. His current assignment has him supporting Georgia’s CHAMP, a deployment of resources with the combined mission of safety service patrol and asset maintenance on rural freeway segments in the state.
