The authors interviewed agencies to identify deployment approaches and classified those approaches based on decisions made regarding where, when, and what TSM&O strategies were deployed. The authors developed a set of recommendations for a formalized and structured approach to short-term deployment planning. Both technical and institutional issues are addressed by the syntheses.
