2011 Urban Mobility Report

Overview

The 2011 Urban Mobility Report is a document prepared by the Texas Transportation Institute studying congestion, both currently and historically, in the United States. Data provided by INRIX, a software firm that studies historical and real-time travel time, coupled with traffic volume data from state DOTs show the trends in congestion. Truck freight congestion is explored in more depth due to new funding for research. In accordance with the Environmental Protection Agency’s new modeling procedure, Motor Vehicle Emission Simulator (MOVES), a new wasted fuel elimination process was developed. Total travel time is introduced as a new congestion measure, as the sum of the delay time and free-flow travel time. This measure reflects the total time that is spent on the road.
