Virginia Statewide Systems Operations Program

Overview

The intent of the Statewide Systems Operations Program (SSOP) is the “mainstreaming” of operations, such that the concept of “operating” its roadway system permeates the essential fabric of the Virginia Department of Transportation’s (VDOT) strategic and tactical activities on a daily basis. The report provides a “change management” framework for moving the Department towards mainstreaming systems operations at the program level. It focuses on establishing a comprehensive basis for continuous improvement of operations activities as measured by their performance impact and recognizes that efficient and continuously improving application of systems operations strategies should be based on three key dimensions:

  • (1) targeted program scope,
  • (2) appropriate business processes, and
  • (3) a supportive organizational structure and institutional relationships.
