The software and documentation produced during Project L08 are currently being updated as part of NCHRP 3-115. Updated products will be available in early 2016 at hcm2010.org. After the 2016 release of updated products, Project L08 material contained in the Reliability Archive should not be used.

This document provides guidance for the use of the Urban Streets Reliability Engine (USRE). It is a software tool that supports the evaluation of a facility’s reliability of service, in terms of its operational performance over an extended time period.
