Traffic incidents cause 25 percent of delay on highways (1). These incidents can be dangerous for responders. From 2010 through 2012, at least 10 firefighters (2, 3, 4), 4 paramedics (5, 6, 7), and 7 law enforcement personnel (8) died after being struck by vehicles while responding to incidents.
This amplified work plan is prepared according to the SHRP 2 requirements. It is derived from our technical proposal in response to the original SHRP 2 Project L13 solicitation. It incorporated responses to SHRP 2 review comments and provided additional details on how the research will be carried
Additional funding was authorized by SHRP 2 Oversight Committee to extend Project L13 to develop and demonstrate a prototype of the so-called Reliability Data Archive. This document summarizes the results of that effort.
