Overview
In response to the 2005 and 2007 Traffic Signal Report Card, the FHWA initiated Regional Traffic Signal Operations peer reviews to take an in depth look at the practices and processes that guide traffic signal management. The outcome of the peer reviews are a list of observations and recommendations that provide a path for improving the management, operation and maintenance of traffic signal systems. The peer reviews demonstrated that there are many common issues for communities across the country that can be addressed through regional cooperation. One of the most telling is that while there is an understanding that there is a significant need for more funding, there has not been a common voice by which to request additional attention.
The initial intent of the Regional Traffic Signal Operations Program was to capture proven techniques, agreements, and opportunities that can be used by agencies to improve what they do. This document summarizes the Regional Traffic Signal Management Workshop hosted for FHWA where common threads were discussed. These common threads focused on the people, the processes, and the specific activities that have sustained successful programs across the country. The workshop provided a foundation for this report.
