Overview
As part of the second Strategic Highway Research Program, the Iowa Department of Transportation (DOT) participated in a workshop in late 2013 that adapted Capability Maturity Model (CMM) techniques to assess its prevailing support for a variety of transportation systems and management (TSM&O) dimensions:
- Business Processes (Planning and Programming)
- Systems and Technology
- Performance Measurement
- Culture
- Organization and Staffing
- Partner Collaboration
Based on outcomes of the workshop, the Office of Traffic Operations has acquired resources to take initial steps in implementing several workshop recommendations through the use of this work order.
The consultant for the project will:
- Develop an Iowa TSM&O Program Plan
- Develop a TSM&O focused Performance Manavement Plan
- Compare and contrast use of the CMM and a somewhat related FHWA sponsored sustainability tool called INVEST
Project Goals:
- Provide a road map to allow Iowa DOT to continue its transformation into an operations-oriented organization
- Provide information that makes the business case for TSM&O activities
- Understand how TSM&O supports transportation sustainability
- Provide realistic and attainable TSM&O performance measures recommendations
