Institutional Architectures to Improve Transportation Systems Management and Operations

Overview

This article in the January-February 2013 issue of TR News provides a concise overview of research finding of SHRP 2 L06 on the institutional and organizational architectures necessary to perform effective TSM&O and the related guidance on improving agency capability in carrying out effective TSM&O. The article lays the groundwork on the causes and contribution of non-recurring congestion to overall system delay and summarizes typical TSM&O strategies and payoffs. It outlines the six dimensions of capability defined in the research (business processes, systems and technology, performance measurement, culture, organization and workforce, and collaboration). A summary of the levels capability for TSM&O and the guidance to achieve continuous improvement across all its constituent dimensions is presented, with reference to the AASHTO’s official guidance on the subject (www.aashtotsmoguidance.org), developed based on the research.
