Overview
The National Operations Center of Excellence (NOCoE) hosted a virtual peer exchange with over 3 Fridays in May 2021, bringing together over 25 transportation and contracting professionals to discuss innovative and creative ways to fund, procure, and contract TSMO-related projects. The Innovative Procurement and Contracting Peer Exchange was held virtually in the Teams platform on May 7th, 14th, and 21st, 2021 due to the Covid-19 pandemic. This peer exchange uniquely brought together TSMO professionals as well as contracting experts that work with the agencies to procure TSMO services and projects. The virtual peer exchange covered the following topics:
- Procuring technology, software, and service innovations
- How to move toward performance based contracts
- Leveraging creative funding and partnerships
- Shifting from contracting capital projects and equipment for full life cycle
The 3 sessions also included rapid fire engagement sessions meant to have participants discuss comparisons and methods for various TSMO contracting categories, including procuring technology, software, services, and projects in innovative ways. These rapid fire discussions included Mural boards to help spark further conversation and document contracting processes between agencies.
In addition to the presentations and engagement sessions, participants heard about the related NOCoE TSMO Funding Fact Sheets, relevant NOCoE case studies, as well as the Institute of Transportation Engineers (ITE) Innovative Traffic Management and Control Equipment Procurement Methods Informational Report.
