Overview
On December 3-4, 2025, the National Operations Center of Excellence (NOCoE) held a peer exchange on digital infrastructure (DI) with the goal of moving the national conversation from concept to operational reality. The peer exchange was attended by more than 20 participants from state and local DOTs with a variety of experience in implementing digital infrastructure. The primary objective was to create a conversation among state agencies where practitioners could identify shared challenges, identify successes, and define the immediate needs for a national digital infrastructure for transportation.
This report captures the conversation and knowledge shared during this peer exchange by both synthesizing and summarizing generalized comments from attendees on the progress and potential of digital infrastructure. The focus is on use cases for digital infrastructure that were prioritized by participants.
