Webinar: Traffic Incident Response Week 2017: We Are All in This Together



America’s first official observance of Traffic Incident Response Week in 2016 saw greater attention to the issues motorists and responders face at incident scenes. This webinar will give an overview of early planning for the Nov. 13-19 observance this year, and highlight some successes from last year. Highlights include Florida’s successful deployment of video messages in public spaces, Wisconsin’s Safety Service Patrol Ride-Alongs, and Pennsylvania’s first statewide conference focused on TIM institutionalization. There will be a discussion of a virtual toolkit to be used by associations, agencies, and individual responder units to make the 2017 observance successful in any community.


  • Joey Sagal (JSagal@sha.state.md.us) is the director of Maryland’s CHART (Coordinated Highway Action Response Team) program, including statewide traffic incident management and response, a Statewide Operations Center, three regional Traffic Operations Centers, and a 24/7 emergency service patrol program. He is a master instructor for SHRTP 2 Responder Training, and a former staff member at FHWA.


  • Mike Washburn (Michael.Washburn@dot.state.fl.us) is the Incident Management Program Manager for Florida’s Turnpike Enterprise and has more than 22 years of transportation experience in the field of intelligent transportation systems (ITS) operations, incident management, emergency operations and public information. He has worked as ITS Operations Ops/TMC Manager and Public Information Manager during his 20 years with Florida’s Turnpike and the Florida Department of Transportation.
  • Todd Leiss (tleiss@paturnpike.com) is the Incident Management Coordinator for the Pennsylvania Turnpike, responsible for field response and support oversight, leadership, and training. He is a former watch officer in the Turnpike’s Traffic Operations Center. He is facilitating the PennTIME statewide traffic incident management effort in Pennsylvania
  • Kimberly Vásconez(Kimberly.Vasconez@dot.gov) serves as the Traffic Incident & Events Management Team Leader with the Federal Highway Administration’s Office of Operations. Her team develops National policy, guidance and tools for Traffic Incident Management (TIM), Traffic Planning for Special Events, Incident Management for Transportation Officials and Disaster Highway Planning for Operations. She is a National expert in emergency management, having served at FEMA/DHS for 14 years, USAID’s Office of Foreign Disaster Assistance for 4 years, and the U.S. Navy for 2 before coming to FHWA in 2005.

  • Marquis Young (Marquis.Young@dot.wi.gov) Marquis Young is the Emergency Transportation Operations (ETO) Program lead Engineer for the Wisconsin Department of Transportation. He oversees ETO Program, which consists of minor, intermediate and Major incidents that can turned into events. Marquis Young has been in his current role for close to 4 years.
