Overview
Traffic Incident Management (TIM) and responder safety relies heavily on law enforcement, fire/rescue, EMS, 911 dispatch and Traffic Management Centers. In work zones, traffic incidents, and in assisting the traveling public on the roads, members of these communities put themselves in harm way and risk injury and death from secondary crashes.
The Federal Highway Administration (FHWA) is leading the effort to organize Traffic Incident Response Week Nov, 13-19., 2017. Practitioners from law enforcement, fire/rescue, EMS, 911 dispatch, and Traffic Management Centers will talk about the challenges and issues they face and what they might do to highlight that during the week.

Charles Yorks: Chuck Yorks of Gannett Fleming is an incident and emergency management specialist with 16 years of work in facilitating and advising local, regional, and statewide TIM teams and programs, and leading Incident Command System and SHRP 2 responder safety training. He has been involved in numerous Incident Responder Days at ITS America regional and national events.

Dia Gainor, Executive Director, National Association of State Emergency Medical Services Officials (NASEMSO)
Dia Gainor is the Executive Director and a past President of the National Association of State Emergency Medical Services Officials. Her association’s members are state agencies that regulate and support EMS and trauma systems. She worked for two state EMS offices for 27 years, first in Maryland, then 19 years as the Bureau Chief of Emergency Medical Services for the State of Idaho, where she was well known for innovative regulatory reform and a strong partnership with the state transportation department. Dia has a Bachelor of Science in Emergency Health Services Administration, a Master’s Degree in Public Administration from the George Washington University, and has 12 years of field experience as a volunteer paramedic and firefighter. Dia was appointed by the Secretary of the US DOT to serve on the Congressionally-established National EMS Advisory Council and was selected by the Administrator of NHTSA to be the Council’s first Chairman. She presently serves as the Chairman of the Transportation Safety Advancement Group, which provides technical emergency response-specific inputs to the US DOT Intelligent Transportation Systems Joint Program Office. In 2012, Dia was presented NHTSA’s Public Service Award by Administrator David Strickland for “outstanding national leadership in enhancing the collaboration among highway safety, public health, transportation, and emergency medical services”. In 2016, EMS1.com named Dia as one of the 14 most influential women in EMS.
Scott Yinger, Maryland State Police (retired)
Scott Yinger is a retired trooper from the Maryland State Police after 27 ½ years of service. He last held the rank of Major and served as assistant chief of the Field Operations Bureau. After his retirement in 2011, Scott became employed with the Maryland Department of Transportation’s State Highway Administration, Office of CHART & ITS Development where he manages the Emergency Response Patrols. These patrols operate 24/7 in the National Capital and Baltimore Regions and 16/7 in the Western Region of the State.
Randy Cockerham, Lieutenant, Special Fire Police, East Whiteland Fire Company, Chester County, Pennsylvania
Highway Safety Campaign – Started August 2014 with East Whiteland Special Fire Police Captain Tommy Cockerham. Heavily involved in Traffic Incident Management with public relations effort on radio, print media, and social media, to bring attention to the public and emergency responders of the extreme danger on the highway.
Assisted Joey Sagal from FHWA in TIM Training at East Whiteland Fire Company in November 2015 on specific details of the March 9, 1998 tragedy on the Pennsylvania Turnpike involving one LODD and nine responders injured of the Lionville Fire Company and the Uwchlan Ambulance Corps.
Invited by Erin Arva of Gannett Fleming, Inc. in 2015 to represent Fire/EMS in the 2015 TIM Work Group.
