  • Brent Cain, Arizona DOT: 

Brent Cain serves as the division director for the Transportation Systems Management and Operations (TSMO) Division.  Brent leads the TSMO efforts for optimizing the performance of existing infrastructure by implementing often cross-jurisdictional systems, services and projects.  He has over 30 years of experience in transportation engineering and planning.  Brent holds a bachelor's degree in civil engineering from the University of Missouri-Rolla and is a registered Professional Engineer in the State.

  • Matthew Carlisle, North Carolina DOT

Matt is the NCDOT State Signal Systems Engineer and oversees the efficient coordination of North Carolina’s nearly 400 signal systems with 2,400 signals. Matt graduated from NC State University in 2010 and became a licensed Professional Engineer in 2015. Over Matt’s eight years with the department he has worked in the fields of traffic safety, traffic operations, and access management. Because signal timing plays such a critical role in the realm of Integrated Corridor Management, Matt and his staff are heavily involved in all ICM initiatives within the State.

  • Subrat Mahapatra, Maryland State Highway Administration:

Subrat Mahapatra currently serves as the Deputy Director at MDOT State Highway Administration in the Office of CHART & ITS Development. Subrat leads the strategic implementation of MDOT SHA’s Transportation Systems Management and Operations Program. He has more than 15 years of planning and performance management experience leading key initiatives like MD Mobility Report, MD Statewide Modeling Program, MD MAP-21/ FAST Act efforts and the MD TSMO Program. Subrat has a M.S in Civil Engineering from UMD College Park.

  • Natalie Bettger, North Central Texas COG

Natalie Bettger is a Senior Program Manager for the North Central Texas Council of Governments (NCTCOG).  NCTCOG serves the Dallas-Fort Worth region by developing transportation plans and programs that address the complex needs of the rapidly growing area.  Natalie has been with NCTCOG since May 1999.  She received her Master’s Degree in Urban Planning from the University of Akron and a Bachelor’s Degree in Geography from Northwest Missouri State University.     

Natalie is currently NCTCOG’s Senior Program Manager for Congestion Management and Innovative Project Delivery Program Area.  This area includes planning in the areas of Transportation Systems Management and Operations (TSM&O), aviation, congestion management, safety, security, special events, public involvement and marketing.  Her responsibilities also includes coordinating with partner agencies to implement congestion management strategies, traffic signal retiming, vanpools, ridesharing, incident management and other demand reduction and operational projects.

Natalie is active in the transportation profession and has served on the board of professional organizations including the Women’s Transportation Seminar, the Fort Worth Section of the Institute of Transportation Engineers and the Texas Chapter of the Intelligent Transportation Society of America.
