On April 11, 2019, SafeHighways.org hosted its twelfth Safety Service Patrol Idea Sharing Network webinar with support from NOCoE. The topic, which was selected by attendees of the previous session, will be Patrol Classification and Operating Models. Presenters will explore how patrols across the country identify, define and classify their programs and services within the greater construct of the operating agency and on a federal level. The session will explore different operating models (full function, mid-level, baseline, state employees, contracted, etc.) employed by Safety Service Patrols.
Lacy P. Word: Manager of Region 2 for Tennessee DOT Highway Incident Management. Region 2 serves as the hub for Chattanooga, TN which encompasses 24 counties. Lacy has been with TDOT for 25 years with eighteen of those years being in Traffic Incident Management. Lacy is currently an instructor for the Traffic Incident Management (TIM’s), and instructor for Advanced Traffic Incident Management (Advanced TIM’s), and an instructor for Protecting the Queue (“Q” Truck Operator Training). Lacy serves on many committees and task groups representing TDOT such as State of TN TIMS’s Committee, Freeway Safety Service Patrol Association Task Group, Regional TIM’S Working Group, and he served from 2014 to 2016 as the V.P. for Friends of Outdoor Chattanooga Group.
Giovanni DiFabio: Freeway Service Patrol (FSP) Program Manager at the Metropolitan Transportation Commission (MTC) responsible for overseeing 14 tow contractors with 94 trucks in the nine counties surrounding San Francisco Bay. FSP in California isn’t your typical fleet — it’s a statewide program with local government taking the lead role by employing private tow contractors. Giovanni’s role includes chairing an FSP Technical Advisory Committee for the Bay Area, and serving as vice-chair of the California Motorist Aid Committee. Giovanni has been with MTC since 2014 with prior fleet management experience at a California school district. Giovanni is currently pursuing a Master’s degree in Transportation Management from the Mineta Transportation Institute at San Jose State University.
Randy Hoyt: Randy (P.E) is the State Active Traffic Management Engineer and manages the Truck Parking, Next Generation Wisconsin 511, and Freeway Service Team programs for WisDOT. He received a B.S. in Civil Engineering from Oregon State University and is a registered Professional Engineer in Wisconsin. Prior to joining WisDOT in 2013, Randy worked as a consultant to the Department for five years, first as the oversized, overweight Freight Operations Engineer then as the Work Zone Program Manager. Earlier in his career Randy spent five years as an assistant futures broker in the Five-Year Treasury note futures pit on the trading floor of the Chicago Board of Trade. In his spare time Randy coaches youth hockey and is President of the Brookfield Glacier high school girls hockey team.
Scott Yinger: retired trooper from the Maryland State Police after 27.5 years of service. He last held the rank of Major and served as Assistant Chief of the Field Operations Bureau. After his retirement in 2011, Scott became employed with the Maryland Department of Transportation’s State Highway Administration, Office of CHART & ITS Development where he managed the Emergency Response Patrols and now as Deputy Director of Operations, oversees the Statewide and Regional Operations Centers, as well.
John McClellan: Freeway Operations Supervisor at MNDOT’s Regional Transportation Management Center (RTMC) in Roseville. John has worked for the DOT since 2002, and got his start in traffic monitoring as the operations supervisor for an advanced traffic information service from 1998 to 2001. John’s group is responsible for monitoring 1,000 freeway traffic cameras, deploying overhead signs and ramp meters, as well as dispatching the Freeway Incident Response Safety Team (FIRST).
