This webinar will present on minimum content for SPaT broadcasts to be verified/validated and signal controller interface/creation of SPaT messages. The webinar will also present examples of designs for assembling SPaT messages.
The American Association of State Highway Transportation Officials (AASHTO), the Institute of Traffic Engineers (ITE), and ITS America (ITSA) working together through the Vehicle to Infrastructure Deployment Coalition (V2I DC) have challenged state and local public sector transportation infrastructure owners and operators (IOOs) to work together to achieve deployment of roadside Dedicated Short Range Communications (DSRC) 5.9 GHz broadcast radio infrastructure to broadcast signal phase and timing (SPaT) in real-time at signalized intersections on at least one road corridor or street network (approximately 20 signalized intersections) in each of the 50 states by January 2020. This is commonly called the SPaT Challenge.

Participants will have an understanding of the SPaT Challenge and resources that have been developed and are available to support an agency interested in planning a deployment, as well as preliminary information to plan for costs, procurements, and selecting a corridor for SPaT broadcasts.
- Blaine Leonard, Utah DOT
Blaine Leonard is employed by the Utah Department of Transportation (UDOT) in Salt Lake City, where he is the Technology & Innovation Engineer. In this role, he is responsible for traffic management technologies, and leads the planning for connected and automated vehicles, including anticipating the impacts of those technologies on the Department. He co-chairs the American Association of State Highway and Transportation Officials (AASHTO) Connected and Automated Vehicles Working Group and leads the SPaT Challenge Tactical Working Group within the Vehicle to Infrastructure Deployment Coalition (V2I DC). Prior to joining UDOT, Blaine spent 20 years in the consulting engineering business.
Mr. Leonard served as the President of the American Society of Civil Engineers in 2010. He is a licensed engineer in six western states and is the Vice Chair of the Utah Professional Engineers and Professional Land Surveyors Licensing Board.
Patrick Chan, ConSysTec
Patrick Chan has been involved with the development of ITS standards for nearly 20 years, first as a ITS project manager for a public agency, then as an editor and systems engineer in the past decade for several ITS standards, including the proposed NTCIP 1202 v03 standard and the Traffic Management Data Dictionary (TMDD). He was involved with the computerization of the New York City Traffic Signal Control system in the 1990s, and is currently a member of the NTCIP Joint Commitee and the SAE DSRC Technical Committee. In addition to ITS standards development, Patrick is a member of the US National ITS Architecture team.
Chris Stanley, Leidos
Chris Stanley is the Senior Director of Surface Transportation Research at Leidos, leveraging over 20 years in engineering, transportation, and connected vehicles to lead the development of new technologies to advance mobility. Mr. Stanley also serves as the Saxton Transportation Operations Laboratory (STOL) Program Manager for the Federal Highway Administration’s national connected and automated vehicle research laboratory, accelerating the development of new technologies in transportation management, analysis, and vehicle control.
Faisal Saleem, Maricopa County DOT
Faisal Saleem serves the Maricopa County Department of Transportation (MCDOT) as Intelligent Transportation Systems Branch Manager and the MCDOT SMARTDrive ProgramSM Manager. He is responsible for the overall supervision and management of MCDOT and AZTech ITS Projects, Regional Emergency Action Coordinating Team (REACT) Incident Management Program, MCDOT Traffic Management Center, Anthem Connected Vehicle Test Bed and Regional Archived Data System. Saleem is a member of ITE Connected Vehicle Task Force and has served as the Chair of Deployment Guidance Technical Working Group of the National Vehicle-to-Infrastructure Deployment Coalition. He has authored several papers and has nationally and internationally presented on Intelligent Transportation Systems.
Faisal is the technology lead for the FHWA ATCMTD Loop 101 Mobility Project in Maricopa County, Arizona.Saleem has a Masters Degree in Civil Engineering and is the former President of Intelligent Transportation Society of Arizona and a member of ITE.
