Overview
This webinar will include presentations from several agencies that have operational SPaT deployments, with an emphasis on lessons learned and discussion that encompasses all stages from planning, procurement, installation, testing, and operations. The American Association of State Highway Transportation Officials (AASHTO), the Institute of Traffic Engineers (ITE), and ITS America (ITSA) working together through the Vehicle to Infrastructure Deployment Coalition (V2I DC) have challenged state and local public sector transportation infrastructure owners and operators (IOOs) to work together to achieve deployment of roadside Dedicated Short Range Communications (DSRC) 5.9 GHz broadcast radio infrastructure to broadcast signal phase and timing (SPaT) in real-time at signalized intersections on at least one road corridor or street network (approximately 20 signalized intersections) in each of the 50 states by January 2020. This is commonly called the SPaT Challenge.

Instructors
Blaine Leonard, P.E., F.ASCE TECHNOLOGY & INNOVATION ENGINEER, UTAH DOT, Blaine Leonard is employed by the Utah Department of Transportation (UDOT) in Salt Lake City, where he is the Technology & Innovation Engineer. In this role, he is responsible for traffic management technologies, and leads the planning for connected and automated vehicles, including anticipating the impacts of those technologies on the Department. He co-chairs the American Association of State Highway and Transportation Officials (AASHTO) Connected and Automated Vehicles Working Group and leads the SPaT Challenge Tactical Working Group within the Vehicle to Infrastructure Deployment Coalition (V2I DC). Prior to joining UDOT, Blaine spent 20 years in the consulting engineering business. Mr. Leonard served as the President of the American Society of Civil Engineers in 2010. He is a licensed engineer in six western states and is the Vice Chair of the Utah Professional Engineers and Professional Land Surveyors Licensing Board.
