Overview
This installment of the Road Weather Spotlight Series focuses on Preparing for the Winter Weather Season. This webinar features speakers Darcy Bullock, Robin Barfield, and Eric Guillot. In anticipation of the upcoming winter season, speakers highlight recent advancements in winter maintenance operations, available products and strategies, and examples of agency adoption and associated impacts.
- Darcy Bullock is a Lyles Family Professor of Civil Engineering at Purdue University and serves as the director of the institution’s Joint Transportation Research Program. Bullock is a Registered Professional Engineer in Indiana with 30 years of experience working closely with academia, transportation agencies, and private sector partners in transportation systems and big data.
- Robin Barfield is the director of safety and risk management at the North Carolina Department of Transportation (NCDOT). His role involves strategic oversight of safety training, risk assessments, and ensuring stringent adherence to Occupational Safety and Health Administration programs. His hands-on approach to safety and compliance ensures that the agency consistently upholds the highest standards, enabling a secure and productive working environment.
- Eric Guillot is a meteorologist and project manager supporting the National Weather Service (NWS). Eric works for the Analyze, Forecast, and Support Office in the Forecast Services Division, specifically the Severe, Fire, Public, and Winter Weather Services Branch. Eric is a winter program coordinator and is responsible for research to operations activities and training needs related to winter for field forecasters.
The U.S. Department of Transportation Federal Highway Administration’s (FHWA’s) Office of Operations is collaborating with the National Operations Center of Excellence (NOCoE) to host a bimonthly webinar series on Road Weather Management. These webinars—called the Road Weather Spotlight Series—align with the mission of the Road Weather Management Program to inform stakeholders and improve highway road weather operations.
