Overview
The AASHTO CTSO Community of Practice on Road Weather Management promotes the implementation of RWM solutions and strategies that minimize the impact of weather events on transportation system operations. This webinar is intended to create outreach and awareness of the CoP on RWM in the transportation community and initiate a forum for discussion of existing and emerging RWM practices (i.e. tools, technologies, strategies) and resources (i.e. state-of-the-practice, training/workshops/webinars, reports, guidelines, deployment/pooled-fund programs, and websites).
Learning Objectives:
- Understand the CoP on RWM Strategic Purpose, Mission, Strategic Areas of Focus, current RWM strategies, developments, and deployment initiatives/innovations.
- Create an open dialog as to what the CoP on RWM is and the availability of information that’s out there and how it can be leveraged for the CTSO CoP on RWM working group and other working groups within the committee.
- Create the TSMO365 Weather Elements. What improvements and/or elements are needed for an “All-weather CTSO?”
- Let others know they can volunteer to be part of the CTSO - COP on RWM and what is the role and responsibility of the committee.
- Ask for a volunteer state DOT CoP on RWM vice-chair.

- Steve Cook (Michigan DOT): Steve Cook is the Engineer of Operations and Maintenance for the Michigan Department of Transportation. Cook has 35 years of infrastructure engineering related experience including design, construction, maintenance, operations and ITS/connected vehicle research, development, and deployment. He is the department lead for the development of the TSMO Strategic Planning process. Cook is a member of both the AASHTO Committee on Transportation System Operations (CTSO) and AASHTO Committee on Maintenance. He is a member of the FHWA Every Day Counts (EDC 5) Weather-Responsive Management Strategies and leads the CTSO Community of Practice on Road Weather Management.
- Roemer Alfelor (FHWA): Roemer Alfelor leads the Weather Responsive Management Strategies program at FHWA. He has been with FHWA for 18 years, both in the Office Operations and Office of Infrastructure. Prior to joining FHWA he was a transportation consultant for 9 years.
- Rick Nelson (AASHTO SICOP coordinator): RICHARD J. NELSON, P.E., F.ASCE AASHTO – SICOP Coordinator, Rick Nelson is currently AASHTOs Coordinator for the Winter Maintenance Technical Service Program called – SICOP. Before serving as the SICOP Coordinator Rick enjoyed a 31-year career with the Nevada DOT holding various positions within the department including 13 years as the District Engineer for western Nevada, and 11 years in the Director’s Office as the Assistant Director of Operations. Having had the opportunity to participate in the first Strategic Highway Research Program on the Highway Operations Advisory Committee and SHRP2 on the Reliability Technical Coordinating Committee, among other activities, has provided a great background to integrate road weather and TSMO. Nelson is a graduate of the University of Colorado, Boulder, is a licensed professional engineer in Nevada and California, and a Fellow of the American Society of Civil Engineers.
