As congestion continues to spread and intensify, and the levels of incidents, delays, and disruptions increase, the level of service and reliability of the roadways in many areas continues to decline. We can’t build our way out of congestion, but perhaps we can find a way to “take back” some of the lost capacity and increase safety. So, how do we address this mobility problem?
