Overview
Florida DOT (FDOT) developed the Connected Vehicles Lessons Learned & Best Practices (CV LL&BP), a 117-page guidance document that institutionalizes statewide processes for mainstreaming vehicle-to-everything (V2X) deployments within Florida's Transportation Systems Management & Operations (TSM&O) program. It synthesizes experience from more than 70 connected vehicle projects across all seven FDOT districts — including large-scale roadside and onboard unit deployments, statewide security credentialing, and multi-district signal coordination — into a repeatable framework spanning planning, design, deployment, and operations and maintenance. The guidance translates project-level insights into reusable best practices, standards, contracting approaches, workforce development pathways, and governance models that advance organizational maturity, improve safety in support of FDOT's Target Zero initiative, and give other agencies a scalable model for their own CV efforts.
