Transportation Systems Management and Operations (TSMO) Program Plan Development Roundtable

Summary:

Transportation systems management and operations (TSMO) - refers to multimodal transportation strategies to maximize the efficiency, safety, and utility of existing and planned transportation infrastructure. Strategies including but not limited to:

  • Traffic incident management.
  • Traffic signal coordination
  • Freeway management
  • Transit signal priority (TSP) and bus rapid transit (BRT).
  • Freight management.
  • Work zone management.
  • Special event management.
  • Road weather management.

Over the last 3-4 years TSMO initiatives have gained a lot of momentum mostly due to the industry realizing that a cultural shift is required to meet the growing demand on our transportation resources -  A culture shift that is more operations centric; requires institutional architectures to established and maintain; and lastly and more importantly… focuses on customer and systems performance.  Many transportation agencies across the country have conducted self-assessments via the use of a Capability Maturity Model (CMM) process to gauge their operations state of play.  The resulting information from these self-assessments was used to build an implementation plan to advance and sustain their TSMO program.

Several of the agencies implementation plans identified a need to develop a TSMO Program Plan.  A TSMO Program Plan is a plan built to support the integration of TSMO concepts and initiatives into all elements of an agencies practices, from planning, design, construction and operations. It can be incorporated into the metropolitan transportation plan (MTP) or provide input to the overall planning process in terms of operations goals, objectives, performance measures, strategies, and projects or programs. These TSMO Program Plans are developed from a regional perspective defining a common vision for transportation system operations within the region, developing operations objectives to guide the selection of TSMO strategies, and identifying performance measures that will enable them to track progress toward their objectives.

This is a completely different way of doing business and even though there are many transportation agencies that are developing TSMO Program Plans, there is only a handful that have completed and have a plan in place.

Learning Objectives:

The AASHTO Subcommittee on Transportation Systems Management and Operations (STSMO) and FHWA have partnered with (3) Transportation Agencies that have completed their TSMO Program Plan development to conduct a TSMO Program Plan roundtable. These agencies will provide information on their experiences during the development of their respective plans.  Information such organizing to get regional input from stakeholders; Developing Regional, Agency, and Program Plan goals, objectives and strategies in a fashion that links them all together; making the case of TSMO to the decision makers; and lastly allow time for an open forum discussion with the attendees.

  • Mr. Brad Freeze (Phillip.B.Freeze@tn.gov) is the Traffic Operations Division Director, Tennessee Department of Transportation. He is also Co-chair of the AASHTO Subcommittee on Transportation Systems Management and Operations (STSMO) Technical Working Group on Systems Operations Strategies.

Presenters:

  • Mr. Dave Huft (dave.huft@state.sd.us) is the Research Program Manager and ITS Coordinator at South Dakota DOT.  SDDOT’s Office of Research addresses a broad range of topics in transportation design, construction, operations, maintenance, planning, administration, and market research.  Dave has been active in national research activities and is past chair of AASHTO Research Advisory Committee. He is currently a member of the AASHTO Subcommittee on Transportation Systems Management & Operations (STSMO) and the AASHTO Innovation Initiative, and was co-chair of the International Scan on Research Program Management.

  • Mr. Scott Marler (scott.marler@dot.iowa.gov) is the Director – Office of Traffic Operations, Iowa Department of Transportation. He is also Co-chair of the AASHTO STSMO Technical Working Group on Research.

  • Mr. Subrat Mahapatra (smahapatra@sha.state.md.us) is the Transportation Manager – Office of Planning and Preliminary Engineering, Maryland State Highway Administration.

  • Mr. Glen S. McLauglin is the Deputy Director of Systems Development and Administration, Maryland State Highway Administration.
