Overview
On October 11, 2018, SafeHighways.org hosted its eleventh Safety Service Patrol (SSP) Idea-Sharing Network Session with the assistance of its steering committee and support from the National Operations Center of Excellence. The session focused on “Determining Safety Service Patrol Coverage Areas and When to Expand.” Presenters covered how data analysis can help to identify areas in need of coverage, the process for expanding patrol coverage with a case study in Alabama and the distinction between urban and rural patrol services and coverage areas.

- Sal Cowan, Senior Director of Transportation Mobility, New Jersey DOT
Sal Cowan is the Senior Director of Transportation Mobility for the New Jersey Department of Transportation Systems and Support Unit. In his current capacity, Sal is responsible for the oversight and management of a statewide operation comprised of NJDOT’s Safety Service Patrol (SSP), the 24/7 Statewide Traffic Management Center in Woodbridge, the Traffic Operations Center in Cherry Hill and the Department’s 24/7 Central Dispatch Unit (CDU). He previously served 15 years of private sector experience in transportation and incident management.
Sal is currently leading the Department’s effort to incorporate FHWA’s National Traffic Incident Management (TIM) Responder Training Program into New Jersey’s existing highway responder training initiative. Sal is on the Review Committee for New Jersey’s Traffic Incident Management Safety Guidelines and he is part of New Jersey’s Statewide TIM Steering Committee. Sal represents NJDOT as Regional Co-Chair for I-95 Corridor Coalition’s Tri-State and Delaware Valley Highway Operations Groups. Sal holds a Bachelor of Science Degree in Administration from Wagner College in Staten Island and is a Graduate of the I-95 Corridor Coalition’s Operations Academy. He is also a member of the New Jersey Chapter of the Project Management Institute (PMI).
- Brett Sellers, Assistant State TSMO Engineer, Alabama DOT
Brett Sellers is an Assistant TSM&O Engineer for Alabama Department of Transportation. Brett graduated from Auburn University with a Bachelor of Civil Engineering and has 15 years’ experience in traffic engineering. Brett has worked in roles with City, County, and State Governments as well as a traffic engineering consultant firm. Brett resides in Birmingham, AL. with his wife Blair and enjoys hunting and fishing.
- Brian Purvis, Senior Transportation Operations Engineer, AECOM and CHAMP Project Manager, Georgia DOT
Brian Purvis is a Professional Engineer with 26 years of experience specializing in Transportation, Safety Service Patrols and ITS / TMC Operations. After graduating with a BS in Civil Engineering from NC State University, Brian has spent the majority of his career focused on ITS Operations and Traffic Incident Management having previously served as the State Incident Management Engineer for the North Carolina Department of Transportation where he was responsible for the day-to-day operations of the Incident Management Assistance Patrol (IMAP) program and statewide coordination of the Traffic Incident Management (TIM) Program. Brian currently serves as the Program Manager for GDOT’s newly developed CHAMP, or Coordinated Highway Assistance and Maintenance Program, which provides Motorist Assistance and supplements GDOT Maintenance Operations on all interstates outside of the Metro Atlanta Region.
