Transportation Systems Management and Operations (TSMO) Program Plan Development Roundtable - 2017

Summary:

FHWA and AASHTO are partnering with three Transportation Agencies to conduct a virtual roundtable discussion on Transportation Systems Management and Operations (TSMO) Program Plan Development and Implementation.  These agencies will provide information on their experiences during the development of their respective plans, such as, but limited to: organizing to get regional input from stakeholders; developing regional, agency, and program plan goals, objectives, and strategies in a fashion that links them all together; and making the TSMO case to decision makers.   Also, beyond program plan development there is an immediate task to determine what strategic investments are needed to advance, support, and sustain a TSMO program. 

Background: TSMO refers to multimodal transportation strategies to maximize the efficiency, safety, and utility of existing and planned transportation infrastructure. Strategies include, but are not limited to:

  •         Traffic incident management,
  •         Traffic signal coordination,
  •         Freeway management,
  •         Transit signal priority (TSP),
  •         Bus rapid transit (BRT),
  •         Freight management,
  •         Work zone management,
  •         Special event management, and
  •         Road weather management.

TSMO initiatives have gained a lot of momentum recently mostly due to the industry realizing that a cultural shift is required to meet the growing demand on our transportation resources – a culture shift that is more operations centric, and requires updates to institutional business processes and architectures to operate and manage the transportation system focusing on customer service through improved system performance. 

Many transportation agencies have conducted self-assessments via Capability Maturity Models (CMM) to gauge their TSMO state of practice and developed implementation plans to guide them in advancing their TSMO programs. Within their implementation plans, several agencies have identified the need to develop a TSMO Program Plans to re-organize organizationally to bring more visibility to TSMO. The plan maps out supporting the integration of TSMO concepts and initiatives into all elements of an agency’s practices, from planning/programming to design to construction to maintenance and operations. 

Also beyond the development of a program – advancing TSMO by establishing objectives to guide strategic operations investments that are performance-based – ultimately integrating these strategies directly into planning and programming process.

He is also Co-chair of the AASHTO Subcommittee on Transportation Systems Management and Operations (STSMO) Technical Working Group on Systems Operations Strategies.

  •   Mr. Scott Tillman (STillman@rpcgb.org) is the Director of Planning and Operations at the Regional Planning Commission of Greater Birmingham.  He has been the planning director for the last five years and provides oversight to Congestion Management, Alabama Partners for Clean Air, CommuteSmart, Building Communities, APPLE Program and the Transportation Data Center.
  •   Mike “Kaz” Kaczorowski (MKaczorowski@rpcgb.org) Mike Kaczorowski is a professional engineer with the Regional Planning Commission of Greater Birmingham.  In addition to his responsibilities managing the Transportation Improvement Program (TIP), he also manages the Transportation Alternatives Program (TAP) and the Advance Planning Programming and Logical Engineering (APPLE) program.  .
  •         Maricopa Association of Governments (MAG)
    •    Mr. Sarath Joshua - Dr. Sarath Joshua (sjoshua@azmag.gov) – Senior Program Manager for ITS and Safety Planning at the Maricopa Association of Governments.   He is a member of the TRB Regional TSMO Committee.

Target Audience:

The target audience is Federal, State, regional, and local transportation agency personnel who are involved in traffic operations, maintenance management systems, safety, freight, and other operations functions for the transportation system. The discussion will also benefit planners, researchers, and other practitioners interested in this topic.  The roundtable will also allow time for an open discussion with attendees.
